The upper vessel feeds the second through a tap with an adjustable flow rate. When the second vessel fills, a siphon rapidly empties it into the third, airtight vessel.
The sudden inflow displaces air from the third vessel, forcing it through the sounding pipe. Afterwards, water drains slowly through a small hole into the lowest collecting vessel.
